Public & Local Government

Climate Risk Solutions for the Public Sector

Public sector climate risk assessment covers national hazard mapping, local climate action plans, and infrastructure vulnerability analysis. With experience partnering with the T.C. Ministry of Culture and Tourism, AFAD, and UNDP, we provide scientific support to public institutions.

SECTORAL RISKS

Public Sector Climate Risk: Core Hazards for Local Governments

The specific manifestations of physical and transition risks in your sector.

🏗️ Critical Infrastructure Risk

Vulnerability of energy, transport, water, and healthcare infrastructure to flooding, landslides, and heat waves. In public sector climate risk assessment, the economic cost of infrastructure disruptions and service downtime is quantitatively modeled. Outputs are ready for direct integration into disaster management planning.

🌆 Urban Heat Island Effect

The impact of the combined urban heat island and heat wave effect on public health and energy demand. For metropolitan municipalities, public sector climate risk assessment prepares heat stress maps, vulnerable population analysis, and cooling infrastructure need projections.

💧 Water Security Risk

The impact of drought and reduced basin discharge on drinking water sources. Public sector climate risk assessment covers water security analysis, including reservoir occupancy projections, alternative source planning, and drought early-warning indicators.

National & Regional Hazard Mapping

81 provinces, multiple hazards, multiple scenarios. Hotspot identification using Deep Learning and AHP methods. In public sector climate risk analysis, national-scale hazard maps present flood, drought, heat wave, and landslide hazards comparatively at the provincial and district level. A format ready for integration into AFAD disaster management processes.

📋
Local Climate Action Plan

District- and province-level climate vulnerability assessment, adaptation prioritization, and action plan. Public sector climate risk findings are prepared in a format aligned with municipal strategic plans, investment programs, and European Green Deal compliance processes.

Academic & International Support

A team experienced in projects with the T.C. Ministry of Culture and Tourism, AFAD, and UNDP. International methodology, local implementation. Expertise from a team that represented Turkey at COP26 and COP27 in public sector climate risk and co-authored Turkey's 8th National Communication.

Climate Change Disaster Management Project (2020–2022)

A national-scale multi-hazard mapping and hotspot identification study was carried out. Global and regional climate models, multi-criteria decision analysis, and machine learning methods were used together to model the geographic distribution of physical climate risks. The project outputs contributed to Turkey's national climate reporting process. You can access the IPCC's current framework for public sector climate risk assessments here.
